let me first say that the person who commissioned you made a very wise decision in picking you: it was well worth it.
Vision: you provide a great deal of conceptual thought into this, from the position of the clouds and starts, to the distinct twinkle in the subject's eyes. I eslically like that you put a very slight sparkle to the tips of the wing's feathers. Despite the black of the wings, you do a good job implying innocence in your drawing by adding a medical bag, the deep-set twinkle to the eyes, and the small mouth.
Originality: despite the fact that this is a pokemon, I do see that their is a good deal of creative expression in here. again I reference back to the wings, going against the commonly-held concept of Meowth being a white cat of purity. you do have it in the clouds however, and in an otherwise innocent pose, suggesting even that you imply contrast!
Technique: I can tell you used at lest two layers for the clouds, and a good number more for the subject. the shading is minimal, as it should be for something high above the world and in such a bright setting as one with the light reflecting bright from underneath. the eyes though! they appear to be a separate project all their own! a gentle shift from a beautiful light green to a black with such perfect reflection-blobs as to suggest a totally different style of art just for those two circles!
